4. Stanislaus Braun (Fallout 3)
This list has already discussed how science can be a tool for evil depending on who wields it. But, while Dr Gavin Archer won't be winning any Scientist of the Year awards, the sicko overseer of Vault 112 in Fallout 3 makes him look like Marie Curie.
Stanislaus Braun was once one of humanity's greatest minds, but his psychopathic tendencies came to the surface after the world went to Hell. As the director of the Societal Preservation Program, Braun played a major role in the Vault's "true purpose," helping to set up a host of horrendous experiments using the dwellers as guinea pigs.
But, the worst of his worst could be found in his very own Vault.
Vault 112 was Braun's personal playpen where he entered a virtual reality and trapped a selection of innocent people inside with him. He then used them as his playthings, letting out all of his psychotic fantasies on them and torturing the poor victims for roughly 200 years.
He even encourages the Lone Wanderer to help him torture the residents in the "Tranquility Lane" quest, which players, hopefully, opted to avoid.
