Admittedly there’s some overlap with the lore surrounding both Hylia and the Golden Goddesses, especially surrounding who is the all-powerful creator. For the sake of this list, we’ll go off the assumption that the goddesses did in fact create Hyrule but that Hylia probably created the goddesses. Hylia is the closest thing we see to a singular all-encompassing and unifying deity. She set in place the events which caused Link, Ganon and Zelda to be reborn into every time period and parallel universe.

She is the creator and controls destiny. While we see evidence of the goddesses having impacted Hyrule, Hylia seems to exist on a different plane of existence entirely. Her true power level is unfathomable as while we never actively see her do anything, her control over the universe knows no bounds. No characters can even come close to the level of power which Hylia possesses as it would seem logical that she could end the world if she so pleased.
