10 Most Unexpectedly Powerful Video Game Villains

2. Senator Armstrong - Metal Gear Rising: Revengeance.

The most unbelievable thing about Metal Gear Rising: Revengeance - besides that atrocious subtitle - is that a University of Texas alumni turned Senator is actually the single most powerful person in the universe.

In a game filled with superhuman cyborgs and giant titular Metal Gears, the player is obviously going to approach the end of the game expecting an epic, tense, and action-packed finale with something bigger and badder than anything before it.

So when Senator Armstrong waltzes out spouting some of the most meme-able lines in the game ("don't f*ck with this Senator!") and flashing his veiny, rock-hard pecs to pummel Raiden into submission, it is honestly one of the most shocking boss fights in Metal Gear.

After all, he's just an average everyday American, yet he's easily able to go toe to toe with the player and even mock them as each individual attack deals a paltry 0.1% damage - on a 200% life bar.

Given absolutely no explanation whatsoever besides an offhanded remark of "Nanomachines, son," Armstrong is an absolute tank who has easily became one of the Internet's favourite final bosses in recent memory.
