Building on from the "overthrow the districts" idea, following a battle you'll have to assign one of your lieutenants to run the place (of which you have three). Doing so gets you a number of different rewards, but right from the get-go you'll unlock the ability to call in a weapons van to change your loadout whenever you like, or a hit-squad that spawns out of view and comes rushing in if you need a hand.
