Taking the idea of choices, the nemesis system and a changing world, you could add in the idea of consequences and make a game that could be revolutionary. I’m not meaning small consequences like notoriety, I mean really big, 'can't undo' shifts in the narrative landscape.

Picking your targets and 'style' of assassination should influence how you appear in the world. Whether you get caught, how public that gets made, how brutal you are, if you are seen anywhere near the target at all - everything should all shape the world around you.

Permanently increased patrols, a permanent notoriety, perhaps certain NPC’s you trusted would turn on you, turning you over to the authorities. Having to weigh the pros and cons of an easy but public assassination or a difficult but sneaky approach should make each encounter a more arduous decision.

It could work both ways. Perhaps defamation is what you want, and you want to start civil unrest and mistrust in the public by killing a high profile and loved target. By doing it publicly, you could start riots as people blame the guards and security - just think about it, the possibilities for interactivity would be far more resonant than anything we've seen so far.
