Much like the infamous banned TV episode, 'Electric Soldier Porygon', the games Red and Green were responsible for many children across Japan suffering from seizures.

The battle animations for moves such as Thunderbolt, Hyper Beam, and Body Slam had intense flashing effects from the use of strobe lighting that triggered epileptic-like attacks.

They were toned down for the worldwide release to avoid any more reports of seizures from light-sensitive children.
