Dishonored 2 was very much just more Dishonored. Which isn't a bad thing, necessarily. However, it does suffer from a lack of identity beyond being a sequel. It does nothing truly special and different with the premise.

Death Of The Outsider, however, was a lot more interesting because it restricted the player more than it enabled them. The DLC was far more stealth orientated. Instead of making the player a demi-god, it gave you abilities that were far more useful in approaching a problem tactically and planning out a precise and swift attack.

You now longer dominated the battlefield which made the game stand out. This switch in focus breathed new life into the gameplay and made resulted in an interesting and tight-knit story. The killing of the Outsider was an interesting premise that could have been built upon, but in terms of gameplay, it far superseded the main game.
