Of the many unsavoury individuals in the Grand Theft Auto franchise, few are as underhanded as Mike Toreno. He's is an illusive associate of CJ, who is eventually revealed as an undercover agent for the US government. Voiced by James Woods, Toreno provides some of the more extravagant missions in the game. Whether it's stealing a fighter jet or bombing shipping routes, it's clear the agent has a massive amount of influence.

Throughout his dealings, he views CJ and the rest of the Grove Street gang as little more than street trash, tools to be used for his own personal gain. Toreno could order them arrested or taken out at any time, but instead he keeps the protagonist on side.

He keeps pushing CJ into doing more dangerous criminal activities, always remaining nonchalant and comfortable in his superior position. Despite possessing the resources, he doesn't assist CJ against his nemesis, Officer Tenpenny and keeps his motives to himself.

The protagonist grows more and more frustrated over time with the agent, but due to his high position, the two never come into direct conflict. Eventually, Toreno quietly slips away after keeping his word to CJ and hasn't been seen in the franchise since.
