6. Mutated Steve Burnside - Resident Evil Code: Veronica

In the case of Resident Evil - Code: Veronica, there's at least a plausible reason why the tragically doomed, mutated Steve Burnside makes only a half-assed attempt to cleave hero Claire Redfield in two.

Claire's poor partner Steve gets captured by Alexia Ashford and injected with the t-Veronica virus, and so when Claire attempts to rescue him later, he transforms into a grotesque, scaly, Tyrant-like creature.

A boss fight ensues, albeit for only around 20 seconds, as the player is forced to run away from Steve, spamming green herbs while he takes a few axe swings in their direction.

Claire flees into another cell, at which point she's attacked by one of Alexia's tentacles, but rather than help Alexia finish the job, Steve's last remnants of humanity emerge, causing him to swing the axe down on the tentacle instead, saving Claire.

But because Alexia's tentacle attacked Steve on its way out the door, he transforms back into his human self and dies from his injuries, albeit not before professing his love for Claire. D'awww.

While most of the bosses on this list are varying degrees of pathetic and ineffectual, in Steve's case he literally wasn't trying to hurt Claire while constantly fighting against the t-Veronica virus.
