4. Salazar - Resident Evil 4
It seems blasphemous to criticise the universally beloved Resident Evil 4, especially after how well the remake turned out. But make no mistake, the primary villain, Osmund Saddler kind of sucks.
What makes the Los Illuminados leader more disappointing is how entertaining his subordinates are. Bitores Mendez scares the crap out of the player every time he appears. (Somehow, he's more terrifying in his boss form.) Jack Krauser has history with our hero, making their fight have more emotional weight. Ramon Salazar might be the most charismatic villain in the whole franchise. Not only are all these guys fascinating, their boss battles are absolutely fantastic.
And then, there's Saddler, who's just some boring, evil guy. Also, the boss battle with this cult leader is surprisingly anti-climactic. (Turning into a spider? That's the best you could do?)
Saddler is so uninteresting, it would've been better if one of his henchmen gave him the boot before taking over his entire operation. And if anybody deserved to replace the demented demagogue, it's gotta be Salazar. (Never get tired of the way he says, "Mr. Kennedy.") Since this dastardly dwarf's over-the-top nature perfectly coincides with RE4's campy charm, it's odd how he serves as a mere lackey.
