Saint's Row IV was originally meant to be DLC for the third entry in the franchise where you got superpowers, and boy does it feel like it.

The game uses an identical map to the previous game, the gunplay is unchanged and visually it improved next to nothing on a technical level. The superpower based gameplay was great, but it added little to the experience beyond making it near impossible to die due to how overpowered you were.

It even included systems from the previous entry that didn't make any sense, such as needing to buy ammo at a shop and there being no weather cycle. There's also somehow even less enemy variety, and they all can be blazed through with no effort.

The game feels hollow as a result, with less of a focus on the story and more of it just being a lifeless playground for you to be a bland superhero in. No risks were taken, no extra content made, and it was a safe bet the fans would like it because the third game was a success.

In the end, it all amounts to playing Saints Row: The Third on with god-mode enabled.
