Who doesn't like superheroes? How about a show where someone gets superhero-like abilities, but perhaps isn't interested in using them as benevolently as you may be used to? Infamous is about a superbeing who, upon surviving a massive explosion, gains superpowers and is free to use them however he sees fit.
With recent new comic book shows like The Boys and Umbrella Academy proving that the (undeniably) overstuffed genre has plenty of room for originality and fresh storytelling, Infamous would be a great addition.
Beyond just the general satisfaction behind the protagonist's building power set, the legitimate feeling of choice is what makes Infamous such a treat. The protagonist is in your control, as is their lasting legacy. Morally-ambiguous protagonists are very IN right now, and as shows like Legion have shown, including superpowers with that kind of character adds a whole lot of possibilities.
Better yet, with the production budget that HBO can offer, the show wouldn't be required to holster those expensive superpowers; they can show them off regularly.
Showrunners could channel the same kind of tone the Marvel Netflix shows had, offer a gritty take on the genre that doesn't pull any punches and takes chances. Special effect-heavy action every episode with an unpredictable main character in a grim, unforgiving setting? How could you pass that up!
