9. Handsome Jack - Borderlands 2

It's unclear how exactly one saves a world as bonkers and anarchic as Pandora but if anybody has the resources and power to do so, it's Handsome Jack. As the President of Hyperion, Jack could really have done some good. Alternatively, he raids it for resources, declares himself ruler of the planet and seeks the Vault Of The Warrior so he can use the superweapon hidden inside to 'cleanse' the planet. Jack may be incredibly charismatic, but he's also hellbent on reaping misery and suffering. Even before he became President, (as shown in Borderlands: The Pre-Sequel) Jack is ruthless and uncaring. After the events of the first game he builds a superweapon called the Eye of Helios, almost leading to the destruction of Pandora's moon - yes, the guy is pretty insane. With a robot army, immense wealth and good looks at his disposal, Jack could have really helped turn Pandora into a civilised planet, saving countless lives. Instead, he decided to make it an even more hostile place to satisfy his own ego - Pandora might be a lost cause but this guy definitely hasn't helped matters.
