3. Vault-Tec Scientists (And The US Government) - Fallout

Built before Fallout's Great War, the Vaults were designed to house the population of the United States in the event of a nuclear apocalypse, creating a number of underground societies. On the surface, Vault-Tec appear to be saviours of the human race. Really, the Vaults were flawed from the very beginning. Only 122 Vaults were ever commissioned, leaving them only able to house a tiny percentage of the American population. Instead, the Vaults were created to study pre-determined sections of American society to see how they could cope in isolation and how successful they would be at repopulating the Earth; this is where things get really weird. Many Vaults were equipped and designed to conduct experiments on live test subjects. In Vault 106, for example, the air filters released psychoactive drugs, unsurprisingly turning the population insane. Meanwhile, residents of Vault 92 were blasted with white noise in an attempt to subliminally create super soldiers - shockingly, it didn't work. The inhuman, crazed experiments performed by Vault-Tec are seen throughout the Fallout universe (Fallout 3 has many Vaults to explore, each with its own dark secret) and each one explored seems more terrible than the last. The United States Government and Vault-Tec had the opportunity to house a section of society from the nuclear war and, somewhere down the line, repopulate the Earth and keep humanity alive. That was too much work though, so they tortured a bunch of innocent, unsuspecting people in the name of science - way to go, guys.
