9. Carlito Keyes - Dead Rising
Carlito Keyes is the main villain of the first Dead Rising game, who unleashed the zombie virus in Willamette and turned the entire town into a terrifying death zone.
Carlito doesn't seem to be ashamed or mournful about his actions and the countless deaths he has caused, which is why most players may find him to be an infuriating character (for that and the annoying boss fights with him you have to suffer throughout the game).
This said, Carlito has a good reason to both unleash the plague and be callous about it.
You see, towards the end of the story, Carlito and his sister Isabella admit that they zombified Willamette to bring the world's attention to the same plague the US government unleashed on their home town before and then quickly removed all evidence of the event.
Carlito understands how dangerous the zombie plague is, but he also realizes that the only way to expose this danger to the world without the US covering it up is to unleash it somewhere himself.
His methods are questionable, but considering the zombie virus becomes a well-known phenomenon in the sequels, you can't argue with the results.
