8. Ulysses - Fallout: New Vegas
Ulysses serves as the antagonist of Fallout: New Vegas's Lonesome Road DLC.
He is a fellow courier who has stirred quite a bit of controversy within the game's community due to expanding the main character's backstory, which in turn broke a lot of players' headcanon in a not-so flattering way.
The main reason why Ulysses is such a controversial figure is because he exposes Courier Six's involvement in the nuclear destruction of his home, the Divide, and shows that the Courier is the kind of person who leaves a trail of death and suffering everywhere they go.
Between his many lines about Bears and Bulls, Ulysses also proves to you that you are not necessarily the hero of the Mojave, as no matter which side you decide to support, you will always be responsible for destroying a multitude of cultures and communities on the other side of the conflict.
He may seem like an annoying and self-righteous person, not to mention a hypocrite for trying to nuke the NCR, but Ulysses does put your in-game actions into perspective and shows that having the power to change the course of Mojave's history all by yourself isn't all it's cracked out to be.
