3. Dr. Wallace Breen - Half-Life 2

Wallace Breen is one of the reoccurring antagonists in the Half-Life series. He's singlehandedly responsible for the Combine taking over Earth, surrendering the planet to the alien invaders shortly after they arrive to conquer it.

Because Breen works closely with the aliens and he acts as the talking head of their huge propaganda machine, Breen is one of the most hated characters in the series. He's seen as a traitor to mankind who sold his own planet in exchange for a cushy spot as the administrator of the occupying alien force.

This kind of assumption is somewhat misguided, though. It's easy to forget that the deal Breen made with the Combine is ultimately what saved humanity from total annihilation. Combine's forces managed to overwhelm humanity's armies in just a few hours during the so-called Seven Hour War, so unless Breen surrounded and negotiated a deal, humanity's situation could've been way worse than what we see in the series. In fact, humans might've already been dead.

This obviously doesn't excuse his other transgressions, but when it comes to the deal with the Combine, someone had to do what Breed did to let humanity survive.
