One of the most important things about Superman is that he is a selfless hero who is constantly trying to save lives. 

While Superman Returns did have a feature where Superman was expected to rescue injured civilians and carry them over to an ambulance, this became a bit tedious to land, pick up the civilian, fly to the ambulance, land, put the civilian down, then fly and go back to find another civilian. After saving one or two, I would just leave the rest of the civilians and focus on the villain attacking them.

Instead of just doing it this way, find ways to have Superman save lives that feels more exciting. Allow things like locking on to an injured civilian and with the push of a button, Superman can swoop in and save them from danger at super speed. Although bullets will bounce off Superman, the same can’t be said for the citizens.

Imagine a bank robbery mission where Superman has to save a certain number of hostages or the mission fails, and the number of hostages can be tied to the difficulty level. Maybe on Mild Mannered (easy) mode, there are only half as many hostages to begin with whereas on Last Son (very hard) mode, there are twice as many hostages.
