Violence in gaming was a big scare in the nineties. Like with many game controversies in the past, lies were spread, bans were called, and various media outlets set about demonising games and gamers alike.

The Senator is a secret fighter, utilizing the fighting style “Dishonesty,” to which he deceives his opponents by misusing his political powers.

Diplomatic immunity is an excellent defensive manoeuvrer, much like in real life. A 'ban' sheet will prevent opponents from attacking, while bribery can be used as a weapon to knock down the most persistent foes.

It's almost symbolic; this man will silence anything that opposes them with the dirtiest tricks possible. In this case, pure ignorance and lies. The Senator is stopping violence by using it as a weapon.

It's no secret that this character was to parody the likes of clueless political activists such as Jack Thompson. To go so far as to counter-criticize them for blatantly lying to the public and misusing their political powers, was actually pretty ballsy.
