30. Alexia Ashford - Resident Evil: Code Veronica
Alexia Ashford seems underrated as a villain. It was Alexia who created the t-Veronica virus after she realised she and her brother were the result of her father's DNA experiments, before then using her father as its first test subject, transforming him into the horrific Nosferatu. Awakening in the game after 15 years, she planned to rule the world as its Queen using her newfound powers, even standing up to the mighty Albert Wesker.
29. Illusive Man - Mass Effect
The Illusive Man is the founder of Cerberus and has the sole goal of making humanity the most dominant race in existence, no matter who or what gets hurt in the way. He constantly dictates events from behind the scenes, never appearing to shepard face to face until Mass Effect 3, and his constant smoking is reminiscent of the Smoking Man in the X-Files, who shares many similarities with his orchestrating.
28. Kain - Legacy Of Kain: Soul Reaver
Despite Kain's presence as a protagonist for much of the Legacy of Kain series, in Soul Reaver you play as his recently executed lieutenant, Raziel, and are tasked with killing him. Originally Kain just wanted to get his humanity back after he was murdered by assassins, and revived as a vampire, eventually becoming corrupted by his new dark powers as he became ruler of Nosgoth, making him, to some extent, a sympathetic character.
27. Handsome Jack - Borderlands 2
Handsome Jack is the self-declared dictator of Pandora during Borderlands 2, having taken all of the credit for the Vault Hunter's achievements in the first game, even claiming that he killed The Destroyer from the Vault. Jack locked his daughter, Angel, who was a Siren, away inside Control Core Angel, enabling him to gain full control of the ECHOnet system, but also linking her to the facility irrevocably.
26. Maleficent - Kingdom Hearts
Whilst Ansem was the true villain of Kingdom Hearts, it was Maleficent who shone as its greatest villain. Maleficent is known as one of Disney's most wicked villains, the evil fairy from Sleeping Beauty who could transform into a dark dragon when necessary, and in the game planned to help Ansem kidnap the seven Disney princesses and thus take over every world in existence.
