7. The Flash

Scheduled to drop at the tail-end of 2009 (no doubt riding the wave of superhero hype inspired by Arkham Asylum), WB and Brash Entertainment's The Flash game was close to completion when it was eventually canned.

Originally envisioned to take place across multiple comic-book cities (including Gotham), the superhero game was later scaled back to only include iconic settings from the Scarlet Speedster's own universe like Central City and Keystone City.

While not much is known about the main quest outside of a few villains who were slated to show up like Weather Wizard, Captain Boomerang and the Pied Piper, the planned side-quests were more fleshed out. Each of these secondary missions would have added to how many people The Flash had saved in the city, with the survivors erecting statues in his honour and cheering him on while embarking on other adventures.

It's a bit rudimentary compared to how side quests are handled now, but the idea of the city getting behind The Flash's superhero antics is rooted in the history of the character, and if done right could have gone a long way in making the locations in the game feel alive and in need of protecting.
