10. Shinnok - Mortal Kombat 4

Mortal Kombat's big bad, Shao Kahn, is among the most hated bosses in gaming. Since he can interrupt combos and attack while his opponent is blocking, the Outworld emperor has become infamous for his cheap tactics.

But you know what? At least he looks and acts like a final boss.

The same cannot be said about the final adversary of Mortal Kombat 4, Shinnok. Rather than being just another warmonger or bloodthirsty tyrant, this nasty chap is a literal god. For that reason alone, Shinnok should've been the fiercest opponent in the MK tournament by a mile.

However, there's nothing about this deity that screams "arch-villain". Based on his generic design and standard kombat skills, Shinnok comes across as just another fighter. His only real strategy is to transform into other kombatants, much like Shang Tsung from previous instalments. 

Speaking of which, why wasn't Shang Tsung the main antagonist? Why bother devising a whole new character, if he's going to use the exact same strategy as the shapeshifting sorceror? 

Even though Shinnok was a lot more imposing in Mortal Kombat X, his debut appearance was pretty mediocre.
