11. Bully 2
Though 2006's Bully isn't quite on the tier of the GTA or Red Dead Redemption series in terms of popularity or critical acclaim, it's still a much-loved satire of the American education system that lives up to everything you'd rightly expect from a Rockstar Games title.
A sequel has been rumoured for a long, long time, and with the leaps and bounds the GTA series has evolved over the last decade, it's safe to say that a new Bully game would be a significant step-up from what came before (not to mention lampoon how much society has changed since 2006).
Why It Will Never Happen: Rockstar has plenty on their plate right now with Red Dead Redemption 2 and the surely-in-development GTA VI, so why would they want to get busy working on a sequel to a game that sold decidedly less-well than either of those series?
Given how long it takes to develop a single Rockstar title and how much money they'd be throwing away by prioritising it over their next big AAA sure thing, Bully seems destined to be a one-off.
It probably didn't help that Bully was given the hideously esoteric title "Canis Canim Edit" (Dog Eat Dog) in the UK, either.
