By necessity, most Pokémon games have a haunted area.

With every new game introducing new ghost Pokémon to catch they're going to need a place to stay. It just doesn't make much sense catching ghosts out in a sunny field so the series avoids it when it can.

Whilst the Pokémon Tower from the first generation is more iconic and the Thrifty Megamart from the seventh generation is scarier, they're not houses, so they don't belong on this list. One day I'll do "15 Best Haunted Supermarkets In Video Games" I just need to play fourteen other games with haunted supermarkets in them.

If you're looking exclusively at haunted houses, then the Old Chateau from Pokémon Diamond, Pearl, and Platinum is easily the best because of the fact that it doesn't just have ghost Pokémon, it also has ghost people.

A dead old man and young girl roam the halls of the Old Chateau, ready to prevent any kids playing the game from sleeping that night.

Now ghost people arent uncommon in Pokémon but it's the way the ghosts in the Old Chateau don't even really interact with you, they're just out of the corner of your eye and that's what makes them so effective.
