4. NARC
NARC, the arcade classic, took the "Just Say No" campaign to it's logical conclusion - taking on drug dealers by blowing them away in the streets. By taking missile launchers to crackheads and dealers, it created controversy and a totally hilarious shoot 'em up.
Midway rebooted the game for the PS2 in an attempt to get into the open world genre. NARC, now with a star-studded cast featuring Michael Madsen and Ron Perlman, a licensed soundtrack from indie artists to legends like Lynyrd Skynyrd, ended up creating controversy for a whole new reason.
Pitting the player as two cops chasing a new drug called Liquid Soul, NARC also gave players the choice to sling stolen drugs for cash, or take them and utilize them for power-ups, battling random addiction cravings in the middle of a gun fight or perp chase.

Despite the controversial content drawing attention and legal threats, NARC just simply wasn't a good game, and ended up in bargain bins.
