It's impossible to not include an entry from the Grand Theft Auto series on any greatest games list, and San Andreas was the best entry from the franchise on PC. Following the story of CJ across three huge cities, San Andreas is still a benchmark for open world gameplay. While Grand Theft Auto IV was a step forwards in terms of narrative for the series, nothing has beaten San Andreas for its open-ended freedom and creativity. It was also a solid port, and some fantastic mods increased its replayability tenfold. There's a good chance that Grand Theft Auto V may take San Andreas' place on this list when it releases later this year but, until then, San Andreas is the open-world criminal king.
