I made a very prominent point in an article before Fallout 4's release about how Fallout simply isn't about facial animation, and shouldn't be taken as something to immediately complain about when discussing it. Now it's out though, there are a number of spots where a gaping mouth or locked-shut lips really do stick out over the worth of what's being said. At worst it's mildly distracting as it does stick out to the point of instant noticeability, and at worst, anyone used to Halo 5 or Assassin's Creed's levels of face-tech will be thoroughly put off. https://www.youtube.com/watch?v=3xH8J4RcAgo The trade-off is the surrounding Commonwealth and all the game's interlocking systems get to have way more detail themselves, and that's great - but even if it doesn't bother you all that much, you'll not be able to shake the fact that when the faces are having a particularly stiff time, it looks like a hangover from the last console generation.
