It might be kicking a dead horse at this point, but Bethesda's engine isn't great at conveying any kind of emotion in their characters. Often resorting to comic scowls and smiles or just out-right explaining how they feel, George Lucas style, Skyrim's narrative suffers because the characters who populate its world don't feel like real people.
And while it might be unfair to compare an Xbox 360 game to an Xbox One game in terms of graphics, it's not just a case of the visuals of the The Witcher being better. The game just does a better job at making its characters feel real, focusing on small nuances and gestures rather than broad strokes to convey character emotions and motivations.
The cinematic nature of CD Projekt Red's RPG lends itself more to believable moments of drama, while Skyrim's static camera and stiff characters constantly remind you that you're playing a video game.
