8. Birds of Prey
Even though Rocksteady may be done with Batman, that's not the same as being done with Gotham. Bruce Wayne is apparently dead following Arkham Knight, and the Batman is no more, which means Gotham will need new protectors.
Enter Barbara Gordon, the former Batgirl who, now confined to a wheelchair, provides information to Batman and co. as Oracle. In the comics, Oracle not only helped the Bat-Family, but she even ran her own team of female heroes called the Birds of Prey.
Referenced as an easter egg in Arkham Knight, a potential Birds of Prey game would add a lot of variety to the series, and be pretty groundbreaking as the first female-centric superhero game. In the comics, the team started off with just Oracle and the Black Canary, but eventually expanded to also include the Huntress. Other notable DC characters have also been part of the team, like Catwoman, Cassandra Cain, Katana, even Poison Ivy.
My vision of the game would see Oracle forming the Birds of Prey in order to bring some order to Gotham. You'd have Huntress and Black Canary. Bring in Cassandra Cain as Barbara's protege and the new Batgirl, and that also opens up the world to the potential return of Lady Shiva.
Having the ability to switch between different characters (outside of combat) is something fans have wanted from the Arkham series for a long time. A Birds of Prey game would give that option, and each of the heroines could have their own specific set of skills.
