Batman Arkham: Court Of Owls - 10 Villains That MUST Appear
1. The Falcones
Technically, the Falcones have appeared in the Arkham games previously (Penguin is torturing Alberto off screen in Origins and Carmine supplied Scarecrow’s base in City), but they’ve never really had the role they deserved. Could Court Of Owls finally dig deep into the mafia’s dealings in Gotham?
Penguin fills this role in Origins, with the Falcones being forced out completely by the time the Cold, Cold Heart DLC begins, but they could really bring some grit. The mafia offer a completely different perspective to the Caped Crusader’s vigilante efforts. These aren’t fellow costumed loners he’s dealing with; this is the mob. They’re a well oiled, highly organised, brutal crime machine.
Spider-Man’s City That Never Sleeps DLC tackled the mobsters too. However, that fell apart slightly when it tried to bring Hammerhead up to Spider-Man’s level. If Court Of Owls brings in the Falcones, they need to keep them as run of the mill crime bosses and force Batman into the nitty gritty of detective work and crime fighting.
In the Arkham games canon, Carmine is the one responsible for Two Face’s condition too, attacking him with acid. If they focus on Harvey’s origin, it’s the perfect time to bring the Falcones in.
