8. ...But Keep The Most Wanted Missions
The easiest way to dip into the biggest list of Batman's villains in the quickest amount of time is through the 'Most Wanted' missions; small, focused introductions and executions on everyone from Two-Face to Professor Pyg.
Arkham Knight's only issue was each one only took around 10-15 minutes to get through. Two Face's in particular were just three stealthy Predator missions, Hush's was a barely interactive cutscene-cum-fakeout, and even Mr. Freeze's DLC was a glorified fetch-quest. Whilst the base idea of "Here are a bunch of villains loose in Gotham" is serviceable, they have next to no staying power or memorability if they're played off as an annoyance, or something you're checking off a list.
To that end, trim the villain pool and create more memorable missions that get away from the notion of just 'rounding up' what should be a formidable challenge. Arkham Knight implied that all of the Rogue's Gallery were working together, for example, but we never got a sense of that other than Scarecrow and Arkham Knight - more Batman 'taking care of business' like swatting a number of semi-identifiable flies.
