6. Focus On One Major Antagonist
Similar to the franchise's problem of always returning to the Joker when it needed a main villain, Arkham City also suffered from packing too many different antagonists into its main story.
Instead of focusing on either Hugo Strange or the Joker, the game attempted to make them both equally important, while at the same time making players pursue other members of The Dark Knight's rogues gallery in missions that rarely contributed to the overarching narrative.
It's not a problem to have multiple different villains for Batman to fight, but when they're all pursuing their own motivations and goals it makes for a story that lacks a central focus. City attempted to merge these divergent plot points together into a satisfying whole, but it wasn't an effective synergy.
If Arkham Insurgency is going to once again be packed with villains then it needs to create a connective through line between their stories that keeps the main antagonist in focus for the whole game, otherwise it's going to fail at creating a credible threat for Batman to battle.
