4. Two-Face
The demise of Harvey Dent isn't covered on screen in the Arkham games but with the revamped story told in Christopher Nolan's The Dark Knight still fresh in the mind for many, Two-Face and his newly crazed motives need little explanation. That's why Arkham City wasted little time in establishing him as one of Gotham's biggest threats. Interestingly, while Batman does confront the former District Attorney near the start of the game, it's Catwoman who battles and defeats Two-Face, as shown in her playable section of Arkham City's story. Two-Face's return is already confirmed in Arkham City and he'll be a key member of the group led by the Scarecrow. It's unclear whether Selina Kyle will be showing up to aid Batman again but as Two-Face's vendetta against Catwoman is yet to be concluded, it's likely. Of course, a battle between Two-Face and Batman is highly anticipated by fans too. Harvey's obsession with chance and judgement undoubtedly fuels his alliance with the Scarecrow and it will be interesting to see how Rocksteady can work those elements into Batman's forthcoming duel with the madman. On top of that, at the end of Arkham City, Two-Face's rivalry with the Penguin was still going strong, even after both villains were defeated by Batman and friends; will both men really leave their war behind to unite behind Scarecrow? Two-Face has a wildcard role in Arkham Knight's plot and that offers many intriguing elements which need to be explored.
