7. Old Gangs Are Uniting

In the cinematic trailer, many of us were filled with great relief seeing classic Batman villains Two-Face and Penguin return, especially regarding the former as he'd only had a small appearance in Arkham City. However, the most surprising thing about seeing these two again was how they interacted - Penguin is clearly shown handing Two-Face and his cronies firearms and rocket launchers alike, which they liberally used on both the cops and Batman. It's interesting because during the course of Arkham City, Two-Face is at war with Penguin and Joker for territory in the eponymous prison. In fact, his attempted execution of Catwoman in the beginning of the game is being done as a publicity stunt to gain respect and support. By the end of the story, both Joker and Penguin have lost enough ground to the point where Dent is the emergent gang leader. In the year between Arkham City and Arkham Knight, all boundary disputes appear to have been declared null-and-void....at least until Batman is dead.
