6. James Gordon Junior
A character who doesnt hide behind a mask and isnt disfigured in any way, but is a true sociopath of the highest order. Given that he is also the son of Jim Gordon, it could make for an interesting dynamic in Arkham Knight. As a child, James showed tendencies of a sociopath and was suspected of killing those who taunted him. He would leave Gotham and it is heavily implied he went on a killing spree across the country before returning. Through all of this, his father does his best to convince himself that his son isnt a killer, although Barbara Gordon aka Oracle maintains that he is truly evil. That stems from the assumption he killed her childhood friend, after she sees him playing with a key ring belonging to the victim. By the end, a heartbroken Jim Gordon disowns his son and has him committed to Arkham Asylum. It is easy to assume he was there during the events of the game, and even possibly an inmate in Arkham City. An appearance in Arkham Knight would lead to an interesting conflict between Batman and Jim Gordon, while he could also help to give Oracle a bigger role in the story. Oh, and hes pretty depraved, which makes him a justified member of this list.
