6. Two Face & Penguin At War

Any player who tested their metal in Arkham City will know that Two Face and Penguin had less than an exemplary working relationship, and that their rivalry was one of the most potent in the mega prison as well. It's quite remarkable then that Scarecrow has found a way for the two to reconcile their grievances with the other - or is it? Rocksteady have illustrated previously that Batman's villains don't always get along, and an alliance as big as the one in Knight is bound to have its fair share of issues. It goes without saying then that Two Face and Penguin are probably going to end up coming to blows with each other, as Harvey's multiple personalities vie for control of the City whilst Cobblepot attempts to cash in on the ensuing chaos. Seeing the alliance implode as the story progresses would really twist the odds in Batman's favour, and offer a key turning point for a story that has mostly seen Bruce downtrodden and defeated for the better half of three years. It'd be perfect if Two Face and Penguin's rivalry was the catalyst that sparked its downfall.
