4. War Games
War Games is one of those storylines that really explores exactly how much Gotham needs Batman, but also explores exactly why some ideas are best left unwritten. The plot follows Stephanie Brown in her short tenure as Robin setting a war game scenario from the Bat Computer that sets up Matches Malone as the unified boss of the Gotham Underworld. The catch? Batman is secretly Matches Malone and Brown didn't know that, so the whole plan goes to hell and The Black Mask takes control of Gotham's Underworld. Worse yet? Brown is kidnapped and tortured for information and seemingly killed (a death as permanent as any in comics). With Gotham ablaze in gang violence and the city literally under the thrall of massive mob violence, the potential for a video game here is obvious. Bringing the Black Mask in as the villain here also brings great possibilities for the playable characters in the game due to his serious vendetta against The Joker. While Rocksteady might choose to replace Stephanie Brown as Robin, or eliminate that portion of the story altogether, the set-up is perfect for an open world game set in dystopian Gotham City as every corner of the city would be wrought with dangerous bad guys and terrible surprises.
