7. Dollmaker

A seriously-unhinged psychopath with a penchant for surgery, butchery and criminality, the Dollmaker is an intriguing, grisly Batman villain that's perfect for insertion into the Arkham world. You may have recently seen an incarnation of the Dollmaker in the TV show Arrow. In his comic incarnation though, he likes to chop up his victims and use their limbs to create hideous dolls, and is also the person responsible for cutting off the Joker's face. He's so unhinged, Dollmaker actually wears a mask that's partially made up from the skin of his very own father. If that's not the definition of screwed up, I really don't know what is. In the Arkham games, Dollmaker could be partnered together with Hush and the two have very similar styles and interests in surgery. Although he probably wouldn't be a major character, Dollmaker should at least be given a sidequest that follows a string of horrible dolls appearing around the city, with Batman having to use his detective skills to find the perpetrator. Perhaps this could even be Batman's first encounter with this new villain?
