3. Harley Quinn
Having already been confirmed as one of the game's major villains, fans know that Harley Quinn will be returning to the series. She's looking as psychotic as ever and given Batman's role in the Joker's demise, it's likely she'll be out for revenge. Quinn's mourning period was first shown in the add-on content released for Arkham City, aptly entitled Harley Quinn's Revenge. Here, she lures Batman into a trap and as a final solution, plans to kill Bruce and Robin - along with herself - in a massive explosion. Harley is going to be an essential character if Rocksteady want to further the Joker's role within the Arkham universe. The Revenge DLC already shows that she's drawing murals and creating monuments in memory of the villain; so could she have further plans and schemes designed to finally get her revenge on Batman? Rocksteady could get really wacky here; Harley is the perfect character to experiment and go wild with. Who knows - perhaps she's used her charms to recruit an expert mechanic to build an animatronic version of the Joker, just to try and 'revive' him? That's a bonkers theory, obviously, but Batman's villains have done far crazier things in the past. If she's still playing the grieving widow role, any event involving Harley will bring memories of the Joker rushing back to the player; her role as the new leader of Joker's gang (as shown in Revenge) may even see her crowned Clown Princess of Gotham.
