9. No Innocent Civilians

Seriously, where are all the people of Gotham? When Batman was trapped on Arkham Island in the first game, and imprisoned in Arkham City in the aptly named sequel, it fit that the only people Batman would interact with would be the criminals sentenced there.

However, when Arkham Origins and Arkham Knight opened the map up to more of Gotham City itself, it felt more than a little empty. It's hard to get behind the idea of saving the city, when the only people in it seem to be the ones Batman has to beat up.

When Scarecrow released his toxin on "all of Gotham" in Arkham Knight, the only people that were affected were the criminal minions of the super villains.

Not a great representation of the people of Gotham.

Batman's drive for doing what he does and sacrificing everything for the sake of his mission, comes from a never ending commitment to make sure no more innocent victims are harmed by Gotham's criminal element.

Players need a chance to experience that first hand and the only way to do that is to populate the game with both criminals and innocent bystanders, and give the player someone to save.
