The campaign certainly ends on a note that could be hand-waved away in the followup missions you can access inside Spec-Ops, OR it's a lead-in to repeat the late 2000s series of titles, including their biggest set-pieces.
However, the complete opposite is needed, if not obvious; Make Modern Warfare the "platform for content" so many other franchises are leaning into.
Rainbow Six: Siege, Fortnite, Rocket League, Warframe - you can do premium full-priced DLC, new characters, maps, monetisation options etc., but keep this framework as the definitive "platform" for the Modern Warfare time period.
From the robust multiplayer options to the new maps, perfectly balanced weapons (for now) and a campaign that clearly leads into more to come, just treat Modern Warfare as a "platform for content" and maintain it.
I envision a future where Modern Warfare, Black Ops, Advanced and Infinite Warfare are all separate "platforms", rather than each subsequent release invalidating the one you bought the year before.
