6. Arnold Timsh
Not all villains have to be prolific murders to still be rotten to the core. And it's really saying something when such a villain proves so despicable that even a wanted regicidal assassin goes out of his way to tear him from his ivory tower.
Daud learns from Thalia Timsh that her corrupt uncle, Barrister Arnold Timsh, has written her out of her grandmother's will and been brainwashed by a woman named Delilah. A closer inspection reveals that Timsh became deeply obsessed with Delilah, naming her the sole beneficiary in the will and purposely denying his ailing mother the medical treatment she needs.
What's more, as city barrister, he has the power to seize the properties of people who pose a risk of spreading the plague - a power he exercises extremely liberally. This position makes him immune to having his own assets seized.
Until it doesn't. For if you choose not to kill Timsh, you can get rid of him in a much more devious way: by tainting his mansion's air vents with a plague sample and swapping out his immunity certificate for a letter condemning him and his fancy abode.
