Nocturnal is the Daedric Prince of Night and Darkness. Associated in game mostly with thievery, there is some decent lore attached to Nocturnal, and their artefact is imminently useful.

They are referred to in universe as 'like a scolding mother who pushes her child to do better,' altogether suggesting that they are not malevolent, unlike a good deal of the others. And the Nightingales, their three mortal servants on Nirn, make for an interesting addition.

Their artefact, the Skeleton Key, is one of the most useful you can get in Oblivion; that it is far less useful in Skyrim accounts for the low list position. With Oblivion's often infuriating lock picking mini game having you lock each pin in place, the Skeleton Key, being an unbreakable lock pick, is a godsend (or Daedrasend). When the lock pick mini game changed in Skyrim to one more akin to that of Fallout 4, for instance, this artefact lost a good deal of its purpose; when lock picking was much harder, it was of staggering use to the player.
