11. Vaermira
Vaermira is prince of dreams, nightmares, and evil omens. That alone makes it seem odd that they are comparatively low on this list. Once again, the problem is execution; excellent ideas, but those Ideas have only been toyed with in terms of gameplay and interesting stories.
Their realm in Oblivion is called 'the Quagmire,' and shifts with each flash of lightening into a new, different, horrifying vision. There is excellent potential here; all we need is for a forthcoming title to really dive deeply into this lore.
Vaermina's 'Skull of Corruption' has it all in terms of Dio-esque name and aesthetics; it looks like one of his album covers. The only downsides is that, since Oblivion when staffs ceased to be a separate skill, this weapon type has felt a bit pointless in the games. Bring back staffs and the Skull takes a massive leap forward in terms of usefulness.
Vaermina's Skyrim quest was reasonably interesting, with a sort of playable flashback through someone else's eyes, though it was a touch truncated. Hopefully, this is indication of more exciting things to come.
