6. Eveline
Final antagonists in the Resident Evil franchise have been both far better and far worse than Eveline: she's a perfectly middle-of-the-road ultimate villain with some compelling mythology but a deeply unsatisfactory payoff.
Firstly, Eveline has an interesting back story. She's a unique bioweapon who takes the guise of a young girl and was taken in with the Bakers following the ship accident. Then, she exerted her control over them in an attempt to build a family unit, which is weirdly sweet in its own totally screwed up way.
By the game's present day events her accelerated ageing has caused her to resemble an elderly woman, one who randomly stalks Ethan around the Baker mansion without saying or doing anything. Ultra-creepy.
It all falls apart, however, in the final boss fight, an unintentionally hilarious bullet sponge-fest against a giant face that does away with Eveline in incredibly underwhelming fashion.
In her own way Eveline is a tragic character ("Why does everyone hate me?"), which just about prevents her from becoming merely a generic mash-up of F.E.A.R.'s Alma Wade and pretty much any blob monster boss from a prior RE game.
