20. Resident Evil: Operation Racoon City

Clearly inspired by the likes of Left 4 Dead and other cooperative shooters, Resident Evil: Operation Racoon City was an action-focused romp through the titular city.

Playing as one of twelve different Umbrella operatives, it's up to you and three other buddies to fight your way through the infected hordes and obtain evidence of your company's misdeeds. Expanding on Racoon City's demise had some potential; after all, Resident Evil 2's 4th survivor mode generated some buzz for Hunk years earlier. Unfortunately the game was dragged down by game-breaking glitches, poor artificial intelligence and a generally uninspired collection of set pieces.

Some mild enjoyment could be had with friends, but Operation Racoon City failed to make a lasting impression with the community. Strangely, despite its placement as a spin-off title, Operation Racoon City still sold well, reaching over 3.2 million units sold.

Between this game and Resident Evil 6, the franchise was in a rough place in 2012, veering too far into mindless action territory. To this day, making a multiplayer Resident Evil remains a tricky proposition; though there is one pair of games that came close to getting it right.
