13. Victor Vance - GTA: Vice City Stories

Victor Vance is a tricky character to nail down. His overarching story is pretty compelling; originally an army corporal, kicked out and disgraced for doing his corrupt superior's dirty work, he sets about building a criminal empire with the help of arms dealer Phil Cassidy and devious brother Lance. On the other hand, the actual character of Victor is a fairly boring one. He's one of those overly-serious protagonists, more interested in silently getting the job done than actually showcasing any sort of personality. Points are also deducted for his inconsistent appearance at the beginning of GTA: Vice City, which bafflingly portrays him as having a thick Latin-American accent.
