Joshua Graham has been celebrated as one of the most formidable and uncompromising characters in Fallout lore. As the first legate of Caesar's Legion, Malpais Legate, Graham earned a reputation for brutality and menace for the atrocities that he committed under the Legion's banner. His death by NCR snipers was wrongly reported on five separate occasions. His knack for surviving certain death extended through to his own execution at the hands of Caesar for his failures at the First Battle of Hoover Dam: Graham was covered in pitch, set on fire, and thrown into the Grand Canyon. Graham is a character with real stature. His tone is commanding and his appearance mysterious, but it's his numerous biblical references that give him such a prophetic distinction over other characters in the Fallout universe.
