7. Doctor Mobius

Doctor Mobius features in the 'Old World Blues' add-on to Fallout: New Vegas as the character eventually revealed to be responsible for the player's predicament at warfare facility, Mobius is at once a dastardly villain and somewhat of a bumbling idiot. The dialogue sections in which he inadvertently mispronounces a word (raisin instead of reason) demonstrate this latter element of his decaying mind perfectly, and have spawned many an entertaining meme. Essentially a madman, his ruling over the Forbidden Zone is crafted through a rule-through-fear strategy and his maniacal plans seem to have a worrying amount of success before the arrival of the player. Mobius quickly tries to defend against the player's intrusion and his existing members beginning to question their containment by attempting to remove the player's brain. After surviving this attempt, players were forced to fight away the doctor's robo-scorpions and eventually confront him. Mobius is a character that perfectly embodies the strange madness that lies at the heart of the Fallout series; the rule he has over his think-tank is balanced precariously on the schemes of his decaying brain and the whole atmosphere around him is just bonkers. He ultimately architects his own downfall by managing to mention all of the tools the player would need to utilise in confronting him. While he can be defeated and killed at the end of the confrontation, the nature of the think tank is such that his consciousness and personality could remain. Placing this into a refreshed think tank unit could allow him to return, perhaps even more unhinged than ever!
