9. Deus Ex: Human Revolution

Part of Human Revolution's dystopian future includes powerful individuals who have been augmented and experimented on to provide them with remarkable strength and powers. The game's protagonist is such a character, as are a number of the enemies he is pitted against as the game's story unravels. The Fallout series has also already seen players encounter foes that have had their natural strengths and abilities enhanced as a result of radiated mutations, and so building upon this could see the next iteration offer players some smart, inventive boss battles like those of Deus Ex. Encounters against some particularly brutish super mutants or stealthy, near-invisible ghouls could nicely punctuate the player's journey through Bethesda's newest adventure. With priceless incentives like well-stocked allies or huge bottle cap bounties up for grabs for successfully challenging these infamous leaders of the apocalypse, there would be genuine incentive for players to take up the challenge and pit themselves against the worst the wasteland has to offer.
